EU Crypto Travel Rule from December 2024 — zero threshold, self-hosted wallets, and Monero
Regulation (EU) 2023/1113 — the EU Transfer of Funds Regulation (TFR) for crypto — has applied since 30 December 2024. It implements FATF Recommendation 16 for virtual-asset transfers inside the EU, but with a stricter baseline than many jurisdictions: no minimum amount for crypto transfers between crypto-asset service providers (CASPs).

What changed on 30 December 2024
The TFR requires CASPs to collect and transmit originator and beneficiary information on covered transfers — aligned with wire-transfer Travel Rule logic, extended to crypto.

FATF allows jurisdictions to apply risk-based thresholds. The EU chose zero for crypto CASP transfers — stricter than the US FinCEN $3,000 baseline for many fund transfers and proposed lower crypto thresholds still under debate.
Why zero threshold matters for Monero
Travel Rule systems assume attributable transfers: sender identity, beneficiary identity, and a trail compliance teams can reconcile.

Practical checklist for EU-resident users
- Label your routes — Exchange deposit/withdraw is CASP territory; self-custody wallet-to-wallet without a provider may fall outside CASP Travel Rule messaging (local law still applies).
- Expect €1,000 wallet checks — Withdrawals to your own cold wallet above ~€1,000 can trigger proof-of-control steps at regulated venues.
- Do not assume “small = invisible” — €0 threshold means amount is not the CASP exemption lever for provider-to-provider crypto transfers.
- Plan before delisting deadlines — If your venue emails an XMR withdrawal window, treat it as operational fact, not FUD.

FAQ
Does the EU Travel Rule ban Monero?
No. It imposes data and verification duties on CASPs. Combined with business risk, that pushes many venues to delist or restrict XMR — not the same as outlawing self-custody.
Is a €500 CASP-to-CASP crypto transfer exempt?
Under EU TFR, no general de minimis for crypto CASP transfers. (Internal/same-CASP flows may have reduced requirements — venue policy applies.)
What happens at exactly €1,000 to a self-hosted wallet?
At €1,000 or above (fiat equivalent), technical ownership verification is required — not user declaration alone. Some CASPs use buffers (e.g. €900) to stay safe.
Does P2P on Telegram bypass all EU law?
