The exchange still counts your coins — even when you are not selling

Your portfolio screenshot says holding. The exchange’s compliance stack treats that balance as inventory on a broker’s books. You did not sell today. You did not wire fiat out. You just wanted a coin the venue still lists — or used to list — while you figured out the next move.

Then two clocks start at once: delisting emails with hard withdrawal deadlines, and broker reporting that maps custodial dispositions to your verified identity. Convenience on a CEX is convenient until it becomes someone else’s ledger entry — and a calendar event you did not choose.

Kraken’s EEA post is blunt: after the withdrawal deadline, “any clients still holding an XMR balance … had their XMR automatically converted to BTC.” That is not a hack. That is policy — a forced taxable disposition on someone else’s schedule, often at a moment you did not pick.

Binance’s later USDC conversion of stranded XMR is the same genre: your “hold” became their reconciliation event.

Editorial view: this is why long-term holders treat CEX balances as transit, not vault.

This section is general information from public regulators — not counsel for your return.

United States — Form 1099-DA

The IRS finalized broker reporting for digital assets. Per the IRS newsroom summary:

PhaseRequirement
Transactions on or after 1 Jan 2025Custodial brokers report gross proceeds on Form 1099-DA
Transactions on or after 1 Jan 2026Cost basis reporting begins for certain covered assets held in the same broker account
2025 filing seasonPayee statements furnished 2026; IRS provides good-faith penalty relief for transitional broker errors

The IRS taxpayer page is explicit: you get Form 1099-DA when a broker effects a disposition — sale, exchange, or transfer of ownership — including crypto-to-crypto. Foreign brokers may not file — but the IRS still expects you to report taxable transactions on your return.

Editorial opinion: the 2025 gross-proceeds-first phase creates mismatch anxiety — proceeds hit the form before basis reporting fully phases in for many assets. Holders who never intended to “trade” feel the stack is punishing custody on a broker more than economic gain. We think that is structurally unfair — and a reason to exit the broker edge early, not a reason to file false returns.

Deep dive: Form 1099-DA broker edge vs Monero chain privacy.

European Union — DAC8 / CARF

From 1 January 2026, EU Reporting Crypto-Asset Service Providers collect transaction data under DAC8 (built on the OECD CARF). RCASPs report customer buys, sells, and transfers; first cross-border exchanges for the 2026 reporting year target 30 September 2027.

Same structural point as 1099-DA: the platform files the edge. Monero’s ledger privacy does not silence a KYC’d intermediary.

Reporting attaches at custody; chain privacy is a different layer.

Editorial view: “unfair tax” vs lawful obligation

We separate three ideas people collapse on Twitter:

IdeaOur position
Law existsSelf-custody does not repeal tax law where it applies
Reporting surface is optionalYou can reduce broker-filed dispositions by not keeping long-term savings on custodial books
Policy feels unfairOpinion: taxing every custodial shuffle while delisting privacy assets is a double bind — surveillance plus shrinking exit ramps

What we advocate: withdraw before forced conversion windows; hold bearer assets you control; keep honest records; use P2P conversion lanes when CEX books close — not forged documents or “never declare.”

What we reject: “Monero = IRS-proof”, “no 1099 = no tax”, KYC-free signup as legal immunity (public wording guardrails).

Why Monero for self-custody — including the price angle

Monero is not a stablecoin. It moves. But for holders exiting CEX alt rotation, XMR has often behaved less like a weekly meme cycle and more like a privacy reserve asset:

Signal (Aug 2026 market commentary)Reading
30-day realized vol ~39–45% vs 90-day ~67–73%Recent month calmer than the prior quarter — compression, not zero risk
Average daily range ~3–4% of priceStill swings — not USDC — but often tamer than high-beta alts in the same window
Delisting → thinner CEX liquidityPrice can gap on shocks; self-custody is about control, not guaranteed smooth marks

Past calm is not a promise. The honest pitch: relative steadiness among privacy coins when your plan is hold and move, not 50× perp culture. You still size risk like an alt — just not necessarily the wildest one on the board.

Illustrative bar chart: Monero 30-day realized volatility lower than 90-day — not a live feed.
Illustrative compression — not a live market feed.

Technical path: leave the CEX, hold your keys

Operational checklist — not a concealment guide.

1. Wallet setup (before you buy XMR)

StepDetail
Pick wallet softwareOfficial downloads via getmonero.org — Feather, Cake Wallet, or Monero GUI
Write seed offline25-word seed on paper/metal; never paste into “support” chats
Test restoreSmall dummy wallet → wipe → restore on spare device
SubaddressesGenerate fresh receive subaddress per deposit source — default privacy hygiene
Optional view keyRead-only audit for your own records — not a backdoor to “hide” from law

Hardware wallets compatible with Monero (Ledger/Trezor via companion apps) add physical signing — still your keys, not an exchange IOU.

2. Convert crypto → XMR (when the CEX book is gone)

Typical pipeline when you already hold BTC, ETH, or USDT:

CEX (sell to BTC/ETH/USDT if needed) → withdraw to YOUR wallet → P2P offer or swap → XMR to YOUR Monero wallet

RouteTrade-off
Instant swapFast; spread + post-deposit KYC trap risk
Desktop Tor P2PHaveno-shaped tools — compare
Telegram P2P (Domestic Monero)No CEX signup; visible trade chips; crypto ↔ XMR only

Compare lanes: Instant swap vs P2P — when to use which.

3. On-chain hygiene

  • Test send — small XMR first; confirm arrival before the rest
  • Confirmations — wait for wallet-recommended depth before treating balance as final
  • Network choice for USDT — on Domestic Monero, USDT = ERC-20 on Ethereum mainnet only
  • Label records — date, counterparty route, TX IDs you choose to keep for your own files

4. Domestic Monero — technical flow (public product)

When Telegram P2P fits, the public mechanics are:

  1. Open only @domestic_monero_botverify handle first
  2. Browse offers (BUY/SELL) or post your own
  3. Seller stakes XMR to the displayed Multisig Trade Wallet address
  4. Buyer pays on-chain (BTC/LTC/ETH/SOL/USDT) and submits payment TX hash
  5. Wait for 6 confirmations on the payment asset
  6. Buyer taps Receive XMR; each party keeps their trade share (authorization credentials)

Trade chips you will see: Created → Staked → Payment pending → Verifying → Sending → Done (or Cancelled).

Asset-specific guides: BTC→XMR · USDT→XMR · ETH→XMR.

caution

Domestic Monero is not a licensed broker, does not issue Form 1099-DA, and does not promise tax outcomes. It is a P2P workflow for people who already hold supported crypto and want XMR in Telegram.

Generic fictional P2P offer mobile UI — no real brand logos.
Domestic Monero: offers → stake → proof → 6 confirms → Receive XMR.

FAQ

Are you telling people to evade taxes?
No. We cite public reporting rules, describe real delisting mechanics, and state an opinion that custodial reporting plus delist pressure is unfair. We do not instruct concealment or false filing.

Does self-custody Monero make me untaxable?
No. Local law may still apply to dispositions and income. Self-custody changes custody and intermediary reporting surfaces — not whether rules exist.

Did Binance and Kraken really force-convert XMR?
Kraken documented EEA auto-conversion of unwithdrawn XMR to BTC after 31 Dec 2024. Binance’s Sep 2024 USDC conversion of residual balances is part of the same industry pattern — verify on the venue’s own notices.

Why Monero instead of just Bitcoin self-custody?
BTC self-custody also exits the CEX IOU. Monero adds default on-chain privacy for amounts/counterparties and fits holders who want privacy-asset exposure without a corporate issuer — at altcoin volatility you must accept.

Is XMR price stable?
No stablecoin peg. Aug 2026 data showed lower 30-day vol than 90-day vol — relatively calmer recent month, still ~3–4% typical daily range.

Where does Domestic Monero fit?
When you hold BTC, LTC, ETH, SOL, or USDT (ERC-20) and want XMR via Telegram P2P without another CEX account. Full delist map: Monero delisting tracker.

How do I open Domestic Monero safely?
Only @domestic_monero_bot. Support: /support with Trade #ref — verify official channels.

Next steps

  1. Check whether your XMR is keys or IOU — export delisting emails to a calendar.
  2. Read Form 1099-DA and DAC8/CARF for your jurisdiction.
  3. Set up a Monero wallet before you need a panic withdrawal.
  4. If Telegram P2P fits, verify the bot handle → browse offers → complete one small trade first.
